The Indianapolis Colts have relinquished the rights to five restricted free agents, making them unrestricted free agents. Allowed to test their value on the open market are Hart, S Jamie Silva, TEs Tom Santi and Gijon Robinson and DB Mike Richardson.

The Colts have the right to issue one-year tenders to each of their restricted free agents – players with three years experience – but only did so with defensive lineman Eric Foster. ... It remains to be seen if the team's willingness to let Hart test the open market is an indication they'll make an effort to keep Joseph Addai, also an unrestricted free agent. The arrival of rookie Delone Carter and presence of Donald Brown could also be further reason for the decision on Hart.
