Quincy Carter's Release Drug-Related

The Facts:
Carter was released by the Dallas Cowboys Wednesday after testing positive for cocaine, league sources told FOX NFL Sunday insider John Czarnecki. Carter entered the league in the NFL substance abuse program and this is his second positive test, which by NFL rules would warrant a four-game fine -- not a suspension. Reported by FOXSports.com

Fantasy Football Diehards Line:
During the press conference announcing Carter's release, head coach Bill Parcells said Vinny Testaverde moves into vacant starting slot. Parcells expressed tremendous confidence in Testaverde's ability to lead the team.
