previous item. ... A day after Dolphins owner Stephen Ross said he expects Matt Moore to be the starting quarterback this fall, new HC Joe Philbin jokingly replied that the boss won't have any say in the decision. "I know he's the owner, but he might not sign my check, the treasurer does," Philbin said Tuesday. "But last time I checked, he's on board. We've been very up front with him, that we want a competitive situation at that position."

The on-field competition among Moore, the returning starter, veteran David Garrard and first-round draft pick Ryan Tannehill moved from the classroom to the field Tuesday with the first full-squad workout of the off-season program. According to Post staffer Brian Biggane, all three quarterbacks looked good in a two-hour session. ... With the need for any decision months away, Philbin said the coaching staff is considering a number of factors, including many intangibles. "We're looking for productivity, we're looking for decision-making, we're looking for leadership," he said. "We're looking for them to throw the ball accurately, make decisions out there. Who's got command of the offense, and their unit in particular. ..." Even though Philbin will make the call, we suspect Ross has it right. We're still looking for Moore to be the Week 1 starter. After that? It all depends on the team's success.
