Pennington's fate could be decided later this week at the NFL scouting combine in Indianapolis. There, GM Mike Tannenbaum is expected to meet with Pennington's agent, Tom Condon, and the team will get a second look at Vanderbilt quarterback Jay Cutler, who impressed the club during the Senior Bowl.
