The Facts:
If they can't sign Simms to a new contract, the Bucs are expected to protect their rights to the restricted free-agent quarterback by submitting a qualifying offer that would force any team signing Simms to compensate the Bucs with first- and third-round draft picks.

Fantasy Football Diehards Line:
A tender of that nature includes a one-year, $2 million salary, and although it doesn't guarantee the Bucs will have Simms back in 2006 it will work as a deterrent to teams interested in signing him away. The Bucs are still trying to work out a way to keep both Simms and Brian Griese on their roster for another year, but that's by no means guaranteed.
