Citing a desire for larger receivers, the Packers informed Chatman's agent Friday that they would not offer him the $712,000 tender as a restricted free agent and thereby were relinquishing their rights. "Reggie McKenzie told me it's a new system and they want big receivers," agent Mark Mersel said, referring to the team's director of pro personnel.
