A NFL source also said Sunday that the Texans signed Walter, a restricted free agent who serves as the Bengals' fourth wide receiver, to an offer sheet that Cincinnati may not match because it averages $1.5 million per with $2.5 million up front.

Walter has been one of the Bengals' leading special teams players since it picked him off waivers before the 2003 season. He caught 19 of his 30 balls this past season and had big roles during the wins in Cleveland and Tennessee.
