The Facts:
Titans president and CEO Tommy Smith made it clear he's a big fan of Jake Locker, who continues to recover from a foot injury that ended his 2013 season early. Locker missed 14 of a potential 32 starts over the past two seasons because of injuries. Locker will be given every opportunity to remain the starter in 2014, Smith said. Smith was noncommittal when asked about Chris Johnson, however.

"Absolutely. I do like Jake," Smith told the Tennessean when asked about the QB. "And I think (new HC) Ken [Whisenhunt] is going to be very good for Jake. Jake is a competitor. He is a smart guy. I think he has the ability. He is the quarterback. That's what I have told him every time I see him. And that's the way it is. ..."
Previous reporting has suggested the team will consider its options at QB prior to the draft. ... Johnson, meanwhile,
is scheduled to make $8 million in 2014, a year after running for 1,077 yards and six touchdowns last year while making $10 million. He has three years remaining on his contract. "What we are going to do is make sure Ken has all the tools he needs to win. He is going through the process now of meeting and evaluating and designing plays, and all of that and that is the decision that is going to be made by Ruston and Ken," Smith said. "C.J. has been nothing but productive since he has been here, and I don't think there is any need for more speculation at this time. ..." Stay tuned. Changes are coming in Tennessee. It remains to be seen how broad and how much fantasy impact they will have.
