According to ESPN's Adam Schefter, Davis has been suspended indefinitely without pay for violating NFL Policy and Program for Substances of Abuse.

This obviously isn't good news for the veteran TE, who will hit the free-agent market next month. As
previously noted, Davis tore an Achilles’ tendon while playing under the franchise tag in 2012. He re-signed with Washington on a one-year deal in 2013, but he was inactive for six games and started only three. In 2011, Davis served a four-game suspension under the substance-abuse policy. The indefinite suspension indicates he was still in Stage 2 of the league's Substance Abuse Policy. ... Stay tuned. We'll follow up as developments warrant.
