When camp opens, GM Matt Millen expects two skill players to be on the physically-unable-to-perform list: Tight end Dan Campbell (elbow) and wide receiver Scottie Vines (groin).

Players on the PUP list can not participate in practice but can take part in team meetings and rehabilitation work. Once taken off the PUP list, players can begin practicing immediately. ... Vines is an overachiever, but has missed considerable off-season work due to injuries. Still, at this point, there's no reason to believe either Vines or Campbell will miss significant time.
