According to Herald staffer Greg Cote, Culpepper isn't right yet. His repaired knee isn't 100 percent, all the rust hasn't left him, and his full comfort with the offense still is lacking. ''He is not healthy," Bills linebacker London Fletcher said. "He is not the same guy I've seen. ..." Hard to argue two games in. Will Culpepper improve? As Cote suggested, he had absolutely better.
