a previous item. ... NFL Commissioner Roger Goodell is expected to announce a serious, no-loopholes, get-tough personal-conduct policy Tuesday during the league's annual owners' meetings in Phoenix. Goodell, who has autonomy to revise the policy without a vote of ownership, may go as far as to announce one-year suspensions for players who are multiple offenders.

As it stands, the conduct policy is very cognizant of an athlete's right to due process. Four-game suspensions are the maximum, and those aren't handed out lightly. According to Chronicle staffer Nancy Gay, it's entirely possible the new conduct policy could punish egregious offenders before the legal process has run its course, a major departure from past policy. Asked of the league expected court battles from players challenging a hefty suspension before they are convicted, league spokesman Greg Aiello replied: "No, because we believe that this is going to be very widely supported by the players and the clubs."
