The Facts:
The Dolphins will have the services of their three unsigned restricted free agents for Cam Cameron's first mini-camp as coach. Sources said Monday that free safety Yeremiah Bell, punter Donnie Jones and Lemon will sign an injury waiver to participate in the five practices set for Friday to Sunday at Dolphins headquarters in Davie.

Bell, Jones and Lemon have yet to sign the one-year contracts tendered last month by the Dolphins. Until April 20, they are eligible to sign an offer sheet with another team that the Dolphins would have a week to match or receive draft-pick compensation. ... With Daunte Culpepper's recovery from knee trouble taking more time than expected -- he will not be able to take part in this mini-camp, Lemon has a chance to show Cameron, already familiar with the QB from their days together in San Diego, that he's ready to put a foot in the door of the team's still open QB competition.
