According to NFL Network insider Adam Schefter, Dillon has decided to follow through with his stated desire to retire -- at least for now.

Dillon, who drew interest from the Titans, Eagles and Bills, first
announced his intention to retire in February. It appears his agent, Steve Feldman, convinced the former Bengal and Patriot to at least carefully assess all his options before making a decision. As Schefter suggests, it appears the decision is made.
