previously noted, the Raiders hope Higgins can emerge as their third receiver and a big play threat this summer. He'll have to beat out returning veterans Doug Gabriel, Carlos Francis Johnnie Morant and Alvis Whitted in addition to newcomers Travis Taylor and Mike Williams, but Higgins has the kind of speed owner Al Davis loves.
