Agent Leigh Steinberg told FOXSports.com that Williams still plans to apply Tuesday for NFL reinstatement 18 months after being indefinitely suspended under the league's substance-abuse policy. But even if he's allowed to return, the process could take as long as 10 weeks. In a worst-case scenario for Williams, he might not be eligible to play until just three regular-season games remain.
